Zephyrhills Mobile Home Leveling puts settled mobile and manufactured homes back on the level line across Zephyrhills and eastern Pasco County. Every pier is shot with a water level, the frame comes up on hydraulic jacks carried by solid cribbing, and each low pier is rebuilt with fresh hardwood shims until the whole chassis reads flat again. A singlewide relevel is $450 to $800 and a doublewide $750 to $1,400. The survey that tells you exactly what your home needs costs nothing.
Sticking doors, a hallway with a lean in it, a ceiling seam that has opened on a doublewide: those are the reasons people call, and around here they all trace back to the same two things. Sand, and rain.
More manufactured homes per square mile than almost anywhere in Florida
Zephyrhills is a manufactured-housing town in a way few places are. In 1965, when M. H. Meengs bought the 200-acre cattle pasture on SR-54 that became Betmar Acres, the park’s own written history says there were “about four mobile home parks in Zephyrhills.” Betmar’s first plat was recorded March 15, 1966 with 69 lots. Today Betmar alone covers 440 acres with more than 1,600 homes and 27 holes of golf, and it is one of well over a hundred communities: MHVillage lists 104 parks in and around the city, and one senior-housing directory counts 47 age-restricted communities against just 6 all-ages ones. Forest Lake Estates on Roselle Loop opened in 1989 with 929 sites. Chancey Road alone carries Sweetwater, Southern Charm, Settler’s Rest, Glen Haven, and the Landing Resort back to back. Gall Boulevard, Lane Road, Wire Road, and the SR-54 corridor toward Wesley Chapel fill in the rest.
The 2020 Census counted 17,194 year-round residents inside the city; the city’s own website now says 22,000 and up. Nobody counts the winter population precisely, but local park operators describe it roughly doubling between November and April. That seasonal rhythm shapes the work. A home that sat empty all summer over wet ground gets discovered in October, when the owner comes back and the front door will not latch.
It also shapes the housing stock. A large share of the parks were built out in the 1970s and 1980s, which means a large share of the homes predate July 13, 1994, the date HUD’s post-Andrew wind standard took effect. That date matters under Florida’s anchoring rule, and we come back to it below.
The ground is the reason
A manufactured home puts its entire weight through a few dozen small footings. Florida’s installation standard, Rule 15C-1.0102, sets the minimum pier foundation at a 4-inch by 16-inch by 16-inch solid concrete pad and tells installers to assume a soil bearing capacity of 1,000 pounds per square foot unless the local building authority says otherwise. That is under two square feet of contact per pier, pressed into sand.
And it is sand. The USDA Natural Resources Conservation Service map units for Pasco County describe the ridge ground east of the county as Tavares sand (“ridges on marine terraces,” moderately well drained, 90 percent of its map unit) and Astatula and Candler sands, which NRCS rates excessively drained with a water table deeper than 80 inches. Between the ridges the flats are Sparr fine sand (somewhat poorly drained rises) and the flatwoods soils, Myakka, Pomona, Wauchula, Ona, and Wabasso, every one of which NRCS classes as poorly drained. The very poorly drained depressions have a soil series of their own named after this town: the Zephyr series, whose type location is in Pasco County 3.5 miles north of SR-54, is “ponded for 6 months or more in most years.”
Two different soils, two different failures, same result. On the dry ridge sand, piers sink because loose sand consolidates under load and washes when it gets wet. On the flatwoods and depressional soils, piers sink because the ground is saturated for months at a time and saturated sand carries less. Either way the pier that sits on the wettest ground drops first, the frame twists, and the door at that end stops fitting its opening.
Then there is the rain. NOAA’s 1991 to 2020 climate normals for the St. Leo station, about nine miles northwest of Zephyrhills, put annual precipitation at 52.48 inches, of which 32.37 inches, 62 percent of the year, falls in June through September. August alone normals at 9.33 inches. Nearly two-thirds of the year’s water arrives in a third of the year, most of it in afternoon downpours that run off a roof, out a downspout, and straight under the skirting.
The upshot is a maintenance interval rather than a repair. Homes on this ground generally need releveling every three to five years. That is not a sales line. It is why this business exists.
Sinkholes, honestly
You cannot talk about ground in Pasco County without talking about karst, so here is the straight version. The Florida Geological Survey keeps a statewide Subsidence Incident Report database. As of its 2026 update it holds 4,443 reports, and Pasco accounts for 344 of them, fourth in the state behind Hillsborough, Marion, and Citrus and ahead of Hernando and Polk. That is a real number. But the same database, sorted by town, puts the bulk of Pasco’s reports in Hudson, Port Richey, New Port Richey, and Holiday on the west side of the county. Zephyrhills accounts for seven reports. Dade City, five. Land O’ Lakes, ten.
So when a home in a Chancey Road park develops a slope, the overwhelming likelihood is ordinary compaction under a few piers, which a relevel fixes for a few hundred dollars. If a crew gets under a home and sees something else, a depression forming in the ground itself, piers dropping fast in a tight circular area, cracks in the soil, they tell you that is a question for a geotechnical professional and not a leveling crew. Shimming over a real subsidence feature helps nobody.
What settling looks like from inside the house
- Doors rub, then drag, then stop latching. The frame has racked, so the opening is no longer a rectangle.
- Windows bind in their tracks, and sometimes crack at a corner.
- Floors slope or feel bouncy. The marble test does not lie.
- Cracks open at wall and ceiling joints, most often over doorways where the racking concentrates.
- A doublewide’s marriage line opens. The seam down the center separates at the ceiling or ridges at the floor because the halves no longer sit at matched height.
- Skirting bows or pulls off its track as the home settles onto panels never meant to carry weight.
Any of those earns a free level check. Settling compounds: a pier an inch low now is crushing its own cap and shims and will be lower after next summer. Caught early it is a relevel. Left for a few more seasons it becomes pier rebuilds, and the difference on the invoice is measured in hundreds of dollars.
What a relevel involves
The survey. Access panels off, crew under the home end to end, every pier shot with a water level off a datum pier. You get a number per pier rather than an opinion. Pads, caps, and shims get handled rather than glanced at, the belly gets checked, and every anchor strap gets looked at for tension and rust. The written price comes out of this, before anything is lifted.
The lift. Twenty-ton bottle jacks on solid wood cribbing near each low pier, working in small increments across several stations so the chassis returns to plane as a unit. The rule that separates competent work from dangerous work is simple: the cribbing carries the load, never the jack.
The pier work. Blocks re-stacked or replaced, crushed caps and pads swapped out, hardwood shims driven tight in opposing pairs. HUD’s installation standard limits how much shim and lumber may sit on top of a pier, so a pier that cannot reach the beam inside that allowance gets rebuilt at the right height instead of stacked taller. That is priced separately and openly.
The verification. The frame is re-shot end to end. Every pier has to be carrying load, which you confirm by hand, because a home can read level while standing on piers that are doing nothing. On a doublewide, both halves have to read matched at the center row.
The straps. Anchor straps get re-tensioned, because raising the home changes the tension they were set at. If the anchor system itself is short, corroded, or predates the current standard, you get told and it gets quoted separately rather than quietly added.

Wind, and why the 1994 date matters here
Milton came ashore at Siesta Key as a Category 3 on the evening of October 9, 2024, and the National Hurricane Center’s report on the storm records what it did up here: a 77-knot gust, about 89 mph, at a Zephyrhills weather station at 11:42 that night, a 61-knot gust and 14.94 inches of rain at Dade City, and rain-gauge totals of 11 to 14 inches from Zephyrhills to Wesley Chapel. The Anclote River crested at a record 26.57 feet. Two weeks earlier Helene had already soaked the county. Seven years before that, Irma’s center passed near Plant City at 1:09 in the morning on September 11, 2017, close enough that a spotter there measured a 71-knot gust, and Pasco closed portions of more than 50 roads for downed trees and standing water.
For a site-built house, wind resistance is built into the structure. For a manufactured home it is almost entirely the anchoring system, and that system degrades without announcing itself. Straps go slack every time the home settles. Anchor shafts corrode below grade. And Florida’s anchoring rule draws a hard line at that 1994 date: Rule 15C-1.0104 requires Type I anchors rated to a 3,150-pound working load for homes built before July 13, 1994, and Type II anchors rated to 4,000 pounds for homes built after, with diagonal ties no more than 5 feet 4 inches apart. Pasco County sits in HUD Wind Zone II under 24 CFR 3280.305 (the rule names 14 Florida counties as Zone III, including Pinellas and Manatee next door; every other county, Pasco included, is Zone II). Plenty of the older park stock in Zephyrhills was anchored to a weaker rule than that.
Which is why leveling and tie-down work are one conversation here rather than two, and why straps are re-tensioned as part of every relevel by default.
Who is allowed to do this work
Section 320.8249 of the Florida Statutes says it plainly: any person who installs a mobile home shall obtain a mobile home installer license from the Bureau of Mobile Home and Recreational Vehicle Construction at the Florida Department of Highway Safety and Motor Vehicles. Rule 15C-2 sets out the licensing, and Rule 15C-1 sets the installation standards that blocking, leveling, and anchoring have to meet. Rule 15C-1.0102 goes further: every anchor, pier, and tie-down component used on a Florida home has to be tested, listed, and approved by that same bureau.
Permits follow the same line. Outside the city limits, a mobile home installation, relocation, or tie-down permit runs through Pasco County Building Construction Services on the PascoGateway portal, and the county’s published checklist asks for a blocking plan, a pier layout, the manufacturer’s anchoring instructions, and pocket penetrometer soil test forms. Inside the city limits the City of Zephyrhills Building Department on 8th Street issues its own permits. The licensed installers doing the work pull whichever one your address needs.
